He was born in Illinois on April 12, 1958, the son of Verna and Richard Cobb. His grandparents, Carl and Agnes Burkhart, lived on Jackson Lake and Scott and his family moved nearby when Scott was in the eighth grade. He graduated from Jackson High School in 1976.

If there is one thing that could be said for him, it would be that he surely enjoyed the company of other people. Scott had a personality that endeared him to many. He was exceptionally outgoing and had a talent for converting new acquaintances to friends. He truly enjoyed other people and had a way of making them feel comfortable and appreciated. He was helpful to others whenever possible, and generous with his time. Those who knew him treasured his presence in their lives, and he will be greatly missed. The thing he enjoyed most was spending time with his children and grandchildren.

Scott was pre-deceased by his father Richard and his brother Kip. He is survived by his brother Steven Cobb, his adult children Brannon Cobb and his family, and Carla Lovingood and her family, and his mother Verna Cobb.
