Teacher Is Arrested for Obscene Internet Contact

The Jasper County Sheriff’s Office in conjunction with the Catoosa County Sheriff’s Office located in Fort Oglethorpe, GA have been investigating an unidentified male chatting online with underage girls in Jasper County and Catoosa County.
After an intense investigation it was determined that the suspect was positively identified to be David Eugene Fowler, a sixth grade teacher residing in Oglethorpe.
The Catoosa County Sheriff’s Office served a search warrant on September 10 at Mr. Fowler’s residence and he was arrested on the following charges: Enticing a Child for Indecent Purposes, Electronically Furnishing Obscene Material and Obscene Internet Contact with a Child.
The Jasper County Sheriff’s Office also took warrants for obscene internet contact with a child and distributing obscene material.
In other action, deputies are investigating the theft of Xanax from an address on Hwy. 16 west, and also in the area was the theft of a water heater from an outbuilding.
A theft of a ladder, laser level, scaffolding and folding table was reported on Jackson Lake Road, and hand and power tools were taken from an address on Monticello Street.
In addition, a utility trailer was reported missing from an address on Clay Road, and there were two reports of identification fraud.
Persons arrested in the last week, and their charges, include:
•Cody Allen Clark, 33, Newborn—hold for Indiana.
•Taylor James William Clement, 21, homeless—aggravated assault (two counts) and battery.
•Jonathan David Powell, 45, Shady Dale—aggravated stalking.
•Gary Donald Locklear, 70, Monticello—driving under the influence of alcohol or drugs and headlight violation.
•Angela Lenora Rainwater, 45, Monticello—possession of methamphetamine, operation of vehicle without a current plate and use of license plate to misrepresent identity of vehicle.
•Juan Carlos Herrera, 46, Monticello—possession of methamphetamine.
•Isaiah Matthew Mitchell, 21, Milledgeville—driving under the influence of alcohol or drugs and failure to maintain lane.
Deputies also responded to numerous calls for service including 74 premises check, 64 stopping suspicious persons or vehicle, 24 direct traffic, 23 subject needs officer, 17 serve civil papers, 12 alarms, 10 roadway hazard, nine assist motorist, seven accidents, seven each mechanical breakdown and special detail, and numerous other types of calls.
