Walter graduated from Monticello High School. He worked at Georgia Pacific Plywood Plant in Monticello, Westminster School in Atlanta, and held various construction jobs throughout his life. On October 3, 1971, he married Minnie Pearl Marks and from this union three children were born: Anthony, Wanda and Dewayne Carter. Walter joined Mt. Zion A.M.E. Church under the leadership of the Rev. W.D. Wheeler. As a member, he served on the Trustee Board and was choir director. Also, he donated material and built the church’s first wheelchair ramp.
In 1976 he moved to Atlanta, and lived there for eight years. Later, Walter returned to Monticello; he was known as a handyman because he could do all types of work, with no formal training, just God-given talent.
