Anonymous Tip Leads To Arrest

An anonymous tip to the Jasper County Sheriff’s Office led to the arrest of Richard Lee Clark of Newborn earlier this month when he was charged with theft by receiving, possession of a firearm by a convicted felon, and possession of marijuana less than one ounce.

The tip accused Mr. Clark of having a stolen engine in his wife’s pickup and with the theft of a boat.

After receiving the tip, investigators with the JCSO ran a criminal history check and discovered Mr. Clarke had been arrested two times in DeKalb County for theft by taking, theft by shoplifting and possession of illegal tools.

He had also been arrested in Walton County and charged with theft by receiving stolen property, and in Newton and Rockdale Counties where he was charged with theft by taking.

A sixth arrest was made in November of last year when Mr. Clark was charged in Jasper County for possession of a firearm by a convicted felon and was sentenced to probation for one year.

Since the terms of Mr. Clark’s probation allow that his person or property could be searched at any time without consent or search warrant when requested by a probation officer or any other peace officer, the investigators proceeded to his residence and conducted a search where they found a vehicle reported to have been stolen and an engine reported to have been stolen in another vehicle.

Investigators also found marijuana and a Marlin 22 Magnum bolt action rifle in a bedroom. A boat trailer was also found and is being investigated. Mr. Clark was then transported to the Jasper County Jail.

Other arrests made by the JCSO during the period August 14 through 21 are as follows:

•David Scott, Jr., Monticello—failure to maintain lane, driving under the influence of alcohol or drugs, driving on a suspended or revoked license.

•David Issac Stroud, Monticello—Jasper County Superior Court Bench Warrant.

•Shane Douglass Herrin, Jefferson—probation violation, escape.

•Jessica Maria Davis, Newborn—probation violation.

•Marvin Terrell Howard, Decatur—probation violation.

•Leonid Fernel Campbell, Conyers—deposit account fraud.

•Gary Lee Myers, Monticello—battery, criminal trespass.

Also, for the same period the Monticello Police Department (MPD) reported the following arrests:

•Billie Frank Manning, Monticello—disorderly conduct.

•Karen Weaver Carey, Monticello—disorderly conduct.

•Elizabeth Ann Banks, Monticello—probation violation.

•David Lamar Mitchell, Monticello—theft by shoplifting.

•Kenneth Darnell James, Monticello—theft by receiving stolen property.

In addition, the Department of Natural Resources (DNR) reported the arrest of Scott Alan Palmour of Covington, charged with failure to report a boat accident and failure to render assistance and identify vessel.

Furthermore, during this period the JCSO served nine warrants and 22 civil processes. They conducted 19 traffic stops resulting in four citations and 15 warnings and responded to 151 calls for service, including 13 livestock/carcass on road, seven accidents, three theft by taking, a burglary, and several subject needs officer.

The Monticello Police Department, during this period, responded to 68 calls for service including five accidents, a theft by taking and a burglary, several escorts, traffic stops, and person needs officer.
