Local Attorney Is Arrested
Jasper County resident and Attorney Roy Robinson “Robby” Kelly, III, was arrested at his office on Greene Street in Monticello Tuesday by a special agent with the Georgia Bureau of Investigation.
Mr. Kelly is charged with Sexual Exploitation of Children and with violation of the Georgia Computer Pornography and Child Exploitation Act, both felony charges.
Mr. Kelly serves as City Attorney for Monticello and is the attorney for the Jasper County Board of Education.
The arrest came as the result of two search warrants executed in Monticello by agents of the Georgia Bureau of Investigation (GBI) Milledgeville office, according to an announcement from the GBI.
A tip was received from federal law enforcement partners that stemmed from an investigation into a commercial child pornography website. This tip was forwarded to the Georgia Internet Crimes Against Children Task Force at the GBI which led to the investigation of Mr. Kelly, according to the announcement from the GBI.
Mr. Kelly was free on $15,000 bond Tuesday afternoon. District Attorney Fred Bright relayed the bond amount to the jail personnel. Apparently Judge William A. Prior set the bond amount. No other details were available.
It is an ongoing investigation and the GBI has sealed the file, according to the GBI.
“As the investigation continues, additional charges are possible,” said the GBI announcement.

Joseph Wayne Little, Jr., Monticello—Jasper County Bench Warrant.
Carey Lecell Ross, Jackson—obstruction of a law enforcement officer, possession of cocaine, Jasper County Magistrate Court Bench Warrant.
Nicholas Ryan Lynn, Conyers—obstruction of a law enforcement officer, reckless conduct.
Jeffery Donald Cobb, Conyers—driving on a suspended or revoked license, no registration, no insurance.
William Edward Yates, Covington—driving on a suspended or revoked license, no insurance.
Also, during this period deputies with the JCSO responded to 216 calls for service including 63 stopping suspicious person/vehicle, 12 accidents, six each domestic and threatening/harassing calls, five each persons refuse to leave and alarm, four each vandalism of property and trespassing, two each hit & run, argument, one each dog disturbance, crowd dispursement, missing person and juvenile complaint.
During this period the Monticello Police Department reported no arrests, however, officers with the MPD responded to 103 calls for service including 21 escort or convoy, 18 subject needs officer, five juvenile complaint, three each alarm and assist motorist, two each domestic, assault, hit & run and vandalism of property, one each fight, burglary prowler, welfare check, counterfeit, and shoplifter.
