Alcovy Shores Adopts Bylaws
The Alcovy Shores Water & Sewerage Authority (ASWSA) now has bylaws as approved by board members Juanita Gazaway, Gail Meyers, and Gerald Bramblett during a called meeting last Thursday.
The water entity, which serves households in the Alcovy Shores area along Hwy. 212, previously had no bylaws in place since its origination in 1979.
The push to create such was at the urging of County Attorney Jim Alexander stemming from a conversation during the May 8th meeting of the Jasper County Board of Commissioners, according to authority member Mrs. Gazaway.
She said that the authority had received calls in April from Carole Norris, county registrar, regarding board members, terms, and appointments. At some point the ASWSA board members were requested to attend the May commission meeting in order to field questions from the commissioners.
As a results of dialog during the May commission meeting the request for ASWSA bylaws was born.

Mrs. Gazaway said that the authority never had bylaws because they “always did what was right.”’
The newly created and unanimously approved bylaws address three articles: (I) authority name, purpose, and mission (II) meetings; and (III) members of the authority.
The first article merely states the legal name of the authority, its purpose as “in all respects for the benefit of the people of the northwestern part of Jasper County in the State of Georgia known as Alcovy Shores area, for the improvement of their health, welfare and prosperity.”
With regards to rules and regulations “the authority shall make all rules and regulations for its own government, and those rules and regulations can be amended as necessary for the proper functioning of the Authority.”
Article II refers to meetings which are scheduled quarterly for the last Thursday of the months of January, April, July, and October to be held at the Blue Heron Drive office.
Additionally special meetings may be called and held with a 48 hour notice to each member and posted as required by open meetings laws. Two of the three members shall constitute a quorum.
Where the ASWSA and commission may differ somewhat is the appointment of members outlined in Article III. The bylaws state “the authority shall consist of three members, all of whom shall be full-time residents and property owners in the area served by ASWSA. All members shall serve without compensation for their service as members.’
“The members are to be appointed by the commissioners as outlined in House Bill 731 once each four years. ASWSA members will submit a list of qualified citizens to the board at least one month in advance of the end of a current term. The list shall include at least one current member for the sake of continuity and the proper functioning of the authority.
The bylaws address the need for a secretary who will be a member of the authority chosen by a majority vote of the authority. Also, a treasurer will be appointed by the authority with pay set by the authority and is not to be a board member.
