Alcovy Shores Board To Change

The Alcovy Shores Water & Sewer Authority will convene with an “all-new” board during its next quarterly meeting.

Current board members vice chairman Bobby McDaniel and secretary Mary Ann Hyde announced last week that neither would seek reappointment to another four year term. Chairman Jim Brown, who was not present at the called meeting, made the same announcement earlier this year in April.

In a quest to replace the three vacancies, board members nominated and approved submitting the names of Juanita Gazaway, David Stores and Gail Myers as board replacements. Mrs. Hyde and Mr. McDaniel also agreed to serve as non-voting members to the board.

Presiding over the meeting, Mr. McDaniel said that a new board could provide the authority with a fresh perspective especially after a long four years. The board’s term began with two of the three appointees under sharp scrutiny by Alcovy Shores residents and concludes on the heels of a legal battle that lead to a Georgia Supreme Court appeal in an effort to maintain service delivery rights.

Mr. McDaniel referenced the authority’s recent legal woes saying that although the authority came up short in both legal renderings, the service delivery area was maintained which equated to no gains but also no losses.

In other old business, the board approved sending a letter of intent to employ National Tank & Tower for renovations to the old standpipe tank pending the provision of funds. The company submitted a quote of $51,750 to repair the old tank. To that end, Mrs. Gazaway reported that she was still researching funding sources.

Financially, it appears that the authority could possibly save some additional monies each quarter with payments on a Georgia Environmental Facilities Agency (GEFA) loan now concluded. Mrs. Hyde reported that GEFA loan 94-E31WS had been paid in full.

Relative to finances, board members reviewed and approved the 2005 financial statement completed by auditors Middlebrooks & McLemore of Macon. Also, members voted to modify the monthly payroll by issuing only one check to the water superintendent instead of two checks to the superintendent and assistant.

As water superintendent, Frank Gazaway was applauded for his service over the past several years. Also, Mrs. Gazaway’s work on behalf of the authority was acknowledged by board members.
During general comments, Mrs. Gazaway reported on a meeting held with former Jasper County Water & Sewer Authority chairman Tom Brazil and county manager Greg Williams regarding the county’s water service delivery strategy. While the meeting was cordial and pleasant, she said that no official response had been received from JCWSA regarding the county’s delivery strategy.

She also informed board members that a booster pump repair was currently on hold while Middle Georgia Electric obtains all the needed equipment for the repair.
