Turtle Cove Covenants Remain Unchanged

The recent vote of property owners of the Turtle Cove Property Owners Association (TCPOA) to approve an amendment to change the time period by which an amendment to the covenants could be made came up fifty percent shy of the number needed.

According to TCPOA officials, approximately 550 ballots were cast in favor of the change while 1100, or a two-thirds majority of the property owners, were needed to pass the amendment.

It is unknown, since no one saw the votes, whether the amendment was supported by real estate and homebuilding organizations, who own and control the vote for a huge number of lots.

Former board member and newly elected president of TCPOA, Emilu Bailes speculated as to the reason the amendment failed to pass.

“It was the confusion and people were looking for something sinister when nothing sinister existed. A small handful of people jumped to that conclusion, which spread like wildfire.”
Board member Linda Bernard added, “I think it was just fear of change.”

No matter the reasons, the results remain the same—it will be 15 years before the property owners and the association can even attempt to make any changes in the covenants.
